THE VERMONT WEATHER BOOK by David Ludlum (Vermont Historical Society, 1996) lists the following Historic Weather Events for January 25:

January 25, 1888
First Blizzard of '88 began: a deep storm center moving east over Massachusetts caused northwest gales and heavy snow; Newport measured 22"; Woodstock, 16"; Burlington, 12". The Rutland Railroad was blocked near Charlotte for four days by massive drifts from 15 to 20 feet deep.

NOTE: Ludlum is drawing on historical records that go back further than the official National Weather Service snow records, which began in 1906.
